Remote Internet Access
The Cape May County Library offers free Remote Internet Access (FRAS). You must have a current Cape May County library card and be a library patron in good standing to apply, and your computer must have both an Internet browser and dial-up networking installed. To use this service, you must apply for a user name and password at any library branch. They will be sent to you by mail.
General Information
- Connections are limited to one hour at a time because of high demand, but you may connect as often as you wish. You can print and download to your computer and keep your own bookmarks / favorite links. Please be cautious and use virus detection software when downloading.
- The library does not provide e-mail accounts. There are many free e-mail servers on the Internet.
- The library is not responsible for the content of any web sites or of any programs you or family members may download to your computer. Parents are responsible for monitoring their children's Internet use.
- If you need technical help connecting to FRAS, the help number is 463-6369. If no one is available to answer, leave your name, phone number, and a brief description of the problem and we will return your call as soon as possible.
- If you have questions about using the library catalog and how to search, call the Reference desk at 463-6352 for assistance.
- The library's policy on electronic access is the same as with all other materials and follows the American Library Associations Bill of Rights. Copies may be obtained from the library.
Legal Matters: Illegal use of this system, as defined in the "computer-related crimes" section of the Code of Criminal Justice of the State of New Jersey, is prohibited. Any users attempting to trespass or tamper with the library's computer system will be prosecuted under the Computer Fraud and Abuse Act USC 1030 (1991) and the New Jersey Code of Criminal Justice 2C: 20-25. By dialing in, you are acknowledging full and sole responsibility for any and all materials accessed through this system.
Windows XP FRAS instructions:
There is an online tutorial for setting up a dial in connection:
- Click the Start button and select Help and Support.
- In the Search box type dial up and click the green arrow to search.

If you prefer to just create a dial up connection without watching the video:
- Click the Start button, click Settings, click Control Panel.
- From Control Panel select Internet Options. Select the Connections tab. Click the Add button.
- Select Dial up to a private network. Click next.
- Select your modem. Click next.
- Enter 463-6319 for the phone number. Click next.
- Name the connection LIBRARY (or something else if you prefer). Click next.
- The Library settings box comes up.
Optional: Put your name and password in here (unless you wish to enter them each time you dial).
Optional: Click the advanced button and put a check mark by "disconnect when connection may no longer be needed" (This should disconnect you automatically when you close your browser).
Windows 2000 FRAS instructions
- Click Start, Click Settings, Click Network and Dial-Up Connections
- Select Make New Connection
- When the NETWORK WIZARD opens, click next
- Select Dial Up To Private Network and click next
- Enter 463-6319 for phone # and click next
- Choose Create This Connection "For All Users" or "Only Myself", click next
- Type in a name for your connection like LIBRARY and check the box that says "Add A Shortcut To My Desktop". This way when you will have the dial-in icon readily available. Click Finish.
- Enter your username and password as you were instructed in the accompanying letter. You can select the checkbox to have windows save your password if you wish; so you don't have to type it in each time you dial in.
- Click the dial (or connect) button to connect and you should see VERIFYING USER NAME AND PASSWORD.
- Once you have been verified a little icon that probably looks like 2 tiny computers should appear on your taskbar. This tells you that you are connected.
- You may now open your browser (Internet Explorer or Netscape). You can reach the Library's Home Page at www.cmclibrary.org. Here you can search the library catalog, place holds on books, check the due-dates of books you have out, and use library reference services. Connections are limited to one hour at a time.
- When you have finished surfing the net, click the icon mentioned in step 10 and disconnect.
- Whenever you want to use the service, just click the icon you named and open your browser. That's all there is to it!
Troubleshooting: If you have problems setting up your connection, open the icon you named in and click the "Dial Properties" button. Check that the settings for tone or pulse dial (as well as other settings) match your phone setup. You can also call the Automation Department of the library at 463-6369. If no one is available to answer, leave your name, phone number, and a brief description of the problem and we will return your call as soon as possible.
Windows 95, 98 and ME FRAS instructions
- Double click My computer icon on your desktop
- Double click Dialup Networking icon
- Double click Make New Connection
- In the Make New Connection window, enter a name like LIBRARY in the box for the connection. Make sure your modem is in the device box and click next
- Enter 463-6319 for phone # and click next
- Click Finish
- Double click the library connection you just created.
- Follow instructions #8 - 14 for Windows 2000 (above).
